STEVE Kean has assured Blackburn Rovers fans he does have a ‘sizeable’ budget to spend this summer as he moved quickly to calm growing frustrations among the Ewood Park faithful.

The Blackburn Rovers boss rubbished reports his available funds had been frozen by owners Venky’s and revealed he was waiting for answers on two active bids for a midfielder and a striker.

Rovers fans have grown increasingly frustrated over the last few days about an apparent lack of transfer activity but, contrary to national reports claiming financial complications, Kean insists there are no such problems.

While Kean declined to comment on individual targets, the Lancashire Telegraph understand free agent striker Hugo Pavone remains a target for Kean as he looks to get the go-ahead from Venky’s to complete the deal.

Kean also insisted Rovers had received no bids for any of their own players and vehemently denied reports that he has been told he would have to sell before he could buy.

He said: “That has never been said to me. That is definite 100 per cent not been mentioned or said.

"We have not any bids in for players from other club so we couldn’t have had any bids out there in case they were accepted, if that was true.

“We want to strengthen with a striker, midfielder and a defender.

"We have got two active bids out there and we will see if they are accepted, if not other bids will go in.

"They are sizeable bids as well. They are not small deals they are sizeable bids.

“The facts are we know where we want to strengthen and that there is money available.

"Finance is not the stumbling block, there is certain paperwork that has to be done.

“It is not just simple bids, you have things like passports to check, things like who actually owns the player fully.

"These type of things have to be checked to make sure things are fit and proper.

“They are on ongoing and they have been very slow. I don’t know where these will go in the next few days but if we don’t get them in we will move on to the next on the list, which is vast, and we will make sure players of good quality arrive.”

Having promised fans all the money from the Phil Jones sale to Manchester United would be put into Kean’s transfer pot, Rovers fans have grown concerned at suggestions Venky’s would not now be investing into the squad this summer.

Kean is adamant this is not the case and, while admitting the Jones money would be received in instalments, insisted the club were just making sure they got value for money.

“The Phil Jones money was not all in one payment,” he said. “Some was up front and the rest comes in at different times.

"I have a good healthy budget to work with and by the time the transfer window finishes everyone will know what the budget was and what money was invested back in.

“It is difficult to say how much we are going to spend because we want the money to spread as far as we can.

"It is a budget that we will try to stretch and get as many quality players in as we can.

“We will try to get value for money so if there is a little bit left over that could be added to improve someone’s contract or bringing in another young development player.

“I can totally understand the fans frustrations and I hope they bear with us because it is not a case where we are twiddling our thumbs and not doing any work.

“I have a good relationship with the owners and we have a management panel in place. There is activity.

"I am possibly frustrated we have not managed to finalise one. It is a lot harder to get them done than I first thought.”

Argentine striker Pavone remains in England as he waits for the green light to finalise his switch to Blackburn Rovers.

The former Real Betis man is understood to have been impressed by Kean and has been given good reports of the club by compatriot Mauro Formica.
