STEVE Kean is ready to make his move in the transfer market as he looks to implement phase one of Venky's' Rovers' revolution.
The Rovers boss has spent the last couple of weeks talking targets with his bosses, agents and advisors and is now set to put their plans into practice by stepping up the attempts to bring in new faces.
Rovers jet off to Austria next weekend for a pre-season training camp and Kean will hope to have at least one new arrival for the start of Premier League preparations.
Freiburg's Senegalese striker Papiss Cisse is expected to be among the first players Rovers make an official bid for on an ambitious list of potential signings.
Owners Venky's are prepared to fund Kean's summer shopping to the tune of around £30 million as they chase their ultimate goal of one day guiding Rovers back into Europe.
Venky's, along with Kean, have always stressed patience will be needed to see them achieve their goals but their vision involves seeing Rovers back among the league's elite within four years.
The Lancashire Telegraph understands Cisse, 26, would be keen to join Rovers ahead of a number of interested parties from abroad – with Kean expected to show his hand in the next few days.
Cisse's agent has revealed no bid has yet been lodged by the Premier League outfit, as Rovers bided their time to formulate their plan of action.
A source close to Venky's told the Lancashire Telegraph yesterday the club have drawn up a “very exciting” list of targets and that the financial support will be available to Kean to land his men.
It is likely to take a bid in the region of £13m to capture Cisse, while the player's high wage demands would also be an issue.
While Rovers declined to comment on their targets, a source close to Venky's has admitted they will initially attempt to bring some top names to Ewood Park.
A secondary list has also been drawn up should their bold attempts fail, but the Indian owners are confident they have the financial muscle to compete.
Zenit St Petersburg's Russian international right back Alexander Anyukov is still believed to be on Kean's wish list as is Monaco's Cameroon international defender Nicolas N'Koulou.
American international Jermaine Jones, who spent the latter part of last season on loan at Ewood, is also a target.
For the most part, Rovers will be looking to bring players to the club who are aged in their early to mid 20's as they look to build on the exciting young squad they already have.
South America remains a part of the world they are keen to tap into, having already signed Argentine play maker Mauro Formica last January, as Rovers look to take the foreign approach this summer.
