Jon Dahl Tomasson admits uncertainty on the transfer front can be challenging as the upcoming deadline looms.
Rovers have brought in Niall Ennis, Sondre Trostad, Arnor Sigurdsson and Leo Wahlstedt so far this summer, but the squad remains light in numbers after a number of outgoings.
Danny Batth has been linked with a move to Ewood Park throughout the summer but recent reports claimed talks had broken down with the Sunderland defender.
“Gregg and the recruitment have worked extremely hard this summer and presented a lot of players to me,” said Tomasson.
“I have said yes to a lot of players. I don’t know why we haven’t been able to get it over the line with the financial part.
“I know Steve (Waggott) said it is a challenging period for the club, I understand that. But it was great to hear him speak about new players, and experience which you need in a tough year.
“Everybody knows that in football, especially in the Championship which is probably one of the toughest leagues in the world.”
The first three of Rovers’ summer deals were done early, giving the new additions time to settle in and get used to the style of play.
“When there is just less than a week left (in the window), you would rather have all the players in the building,” the boss continued.
“I like working with the team every day because they are great players who want to work hard. But we all know it is a tough and extremely competitive league with a lot of good sides.
“If you look at our team, I think we can compete with more or less everybody and play some great football.
“But can we do that if we get injuries over the season? We are already stretched in a couple of positions, we all know that. I can’t change that.”
Brighton youngster Andrew Moran is another name linked with Rovers heading into the final days of the window.
“Before the players are in the building, I am afraid of saying anything,” Tomasson explained.
“We can’t keep our fans in the dark as well. I can imagine next week I will wake up in the middle of the night with a bit of panic thinking, ‘Are those players coming in or not?’ Let’s wait and see.
“It is an extremely unclear situation and for me as a head coach, it is out of my hands.”
When asked if the current situation was stressful, he replied: “I would like to work with the players from the beginning of pre-season so you can improve players, get them up to speed and work on our identity of playing.
"That makes it easier for new players to adapt in that way.”
