Blackburn Rovers are considering whether to allow Maceo Rigters to join a club on loan during the January window.
Several clubs, both in England and Scotland, are thought to be keen on taking the Dutch Under 21 international.
The player's agent, Frank Schouten, has admitted the striker is keen on the idea of gaining some first team experience elsewhere.
However, with Roque Santa Cruz, Matt Derbyshire and Jason Roberts all nursing knocks at the moment, Hughes is reluctant to let Rigters go anywhere.
Schouten said: "Blackburn still feel Maceo will add value to the squad in the future.
"That's why they do not intend to sell him.
"And he will only join a club if the gut feelings are right."
