Llanelli have a mountain to climb to make Intertoto progress and set up a potential showdown with Blackburn Rovers after throwing away a one-goal lead to lose 3-1 in Vilnius last night.
Midfielder Andrew Mumford opened the scoring for the Welshman on 52 minutes before Darvydas Servnas equalised just four minutes later.
And a penalty from Vitalijhs Stankevicius and a 20-yard free-kick by substitute Dajan Miloseski condemned the Welshman to defeat.
Llanelli created a couple of chances for striker Rhys Griffiths and wide midfielder Sam Small but the west Wales outfit had no luck in front of goal while Vetra had Servnas sent off in the last minute for foul play.
The winners will play Legia Warsaw with the winners of that game facing Rovers at the end of July.
