A NEW riding centre in Rossendale has been given the go-ahead, despite concerns from residents.
Rossendale councillors approved, by seven votes to four, plans for a private undercover centre at Lower Boarsgreave Barn, Cowpe, after a lengthy discussion. Opponents claimed it would be better on another site. The application is to build an all-weather arena to exercise two horses.
Neighbouring residents had complained the development would restrict their views, and there were concerns about the noise and smell from horses, as well as drainage issues, and potential flooding problems.
But planning consultant Alison Rowland, acting on behalf of the applicant, said: "This is a small-scale equestrian development for private use.
"The building stands more than 30metres from the cottages on one side and they are separated by trees. It would be doubtful if they would see anything other than the top of the building. The building is closer to Mill Cottages, but it is very difficult to envisage how their outlook would be affected."
And Independent councillor Alan Neal added: "I think this is good use of a facility and will encourage young people off the streets into leisure activities."
It was proposed the building be clad in dark green metal sheeting to blend in with the countryside.
And, even though planning officials approved the application, Coun Jimmy Eaton said it would be more appropriate somewhere else. Coun Eaton added that although he had no objections to the concept of a riding arena in the area, he called for it to be deferred to a later meeting.
He said: "I wouldn't like to see this application turned down, but I just think more time should be taken to find another place for it."
