East Lancashire Hospitals NHS Trust chief executive Mark Brearley has promised to look beyond official targets when assessing services.
Mr Brearley said: “We now know that hitting targets doesn’t necessarily give you the full picture of how we are performing.”
He said listening to patients’ concerns and experiences will be crucial in turning the trust around and added: “We want to know when our performance falls below what’s expected.
“We recognise we’ve got a lot to do but we are committed to delivering effective care.”
