I WROTE 18 months ago, regarding the illegal parking in Whalley Range, Blackburn.
The situation has changed, it's got worse.
I witnessed a man reading and another sleeping while parked on double yellow lines. Another was parked on the zig zag lines.
These are not isolated cases as 20 or 30 cars and vans can be seen illegally parked at one time.
The last time I wrote regarding this issue, Inspector Mick Laraway replied by saying that the police were trying to educate the people on how to park. They have failed and in any case I would pose the question: Why do they need educating if they have passed their tests?
Is the Highway Code not the same in Blackburn as anywhere else?
I saw a lady narrowly escape being knocked down, because she could not see past these illegally parked vehicles.
Something must be done, and soon, before someone is seriously hurt. I can make a suggestion for a solution to this problem. Apply the law and this might help, as the same vehicles are being spotted every day.
