I WOULD like to bring to the attention of readers the plight of the pedestrians of Blackburn, particularly elderly and/or disabled ones.
The area of main concern to this section of the community is the widespread practice among car owners of parking half, or in lots of cases fully, on the pavement.
An elderly, partially sighted lady of my acquaintance has been so traumatised by an incident in which she crossed a busy main road safely then walked slap bang into a car parked wholly on the pavement that she will no longer leave the house unaccompanied.
The worst thing about this whole sorry state of affairs is that no one seems to want to take any responsibility.
The police say it's the traffic wardens' duty to issue tickets for illegal parking, the traffic wardens maintain they are too busy in the town centre to cover the suburbs and that PCSOs could do that part of the job.
PSCOs say (and quite rightly) that they have no authority to issue tickets only to give advice.
Meanwhile the council doesn't seem bothered one way or the other, its mind on higher matters (statues and the like).
