READING the article about the Mother and Child statue, I thought a good place to put it would be outside the Town Hall, as it is a busy point where the statue would get noticed.
It adds something different to that part of town, it is too nice just to store away gathering dust, and best of all whilst the outside area is being improved.
It could be planned to be inserted into that locality with the minimum of further disruption/cost and further planning! A winner all-round.
I have grown up in Blackburn and can remember all those years ago of following mum round town, and always used to marvel at the statue as a young kid.
