MOVING the taxi rank from Penny Street, Blackburn, has created havoc in the James Street area.
The council has lost revenue because the taxis block the parking areas.
It has also made the area by Gala Bingo very congested, and people are still crossing Penny Street via the invisible crossing - so why did it take place?
And a final question, why are taxis and buses allowed to wait with their engines running, when the private motorists would be fined £60.
