WITH reference to your story headlined ‘Health fear as dog bins are left full in Blackburn park’ – once, there was a legal requirement to own a dog licence.
But due to local authorities not keeping on top of this, it became a farcical law to uphold and is now largely ignored.
When extra costs are involved, the council is using cost-cutting as an excuse for not carrying out its legal duties.
I say legal, in that they have a legal duty of care, to protect the public from any health hazard, which they have clearly abandoned in this case.
Their only escape from this is to set aside a certain area for the exclusive use of dog owners, separated from the park and never cleaned up – allowing just the pet owners to be exposed to the health risks that their pets bring.
