POLICE are to consider the comments of a judge who said she was amazed by decided not to analyse a child porn convict’s mobile phone.
Paul Bielby, 49, of Mowbray Avenue, Blackburn, breached a sexual offences prevention order through having the phone.
But, when sentencing Bielby, Judge Heather Lloud said she was ‘amazed’ police had decided it would not be cost-effective to analyse the contents of the phone.
Judge Lloyd said it would have been in the public interest to check the phone.
Detective Inspector Jill Johnston said the device was subject ‘an examination which did not reveal any information indicating further offences’.
She did not give specific details of these checks.
DI Johnston said: “We acknowledge the comments made by Judge Lloyd and will be considering them.
“A condition of the sexual offences prevention order (SOPO) was that Bielby should not be in possession of this phone and once this fact was identified officers acted and brought this to attention of the appropriate court at the earliest opportunity.
“Lancashire Constabulary takes a proactive approach to the management of sex offenders and in this case officers identified a clear breach of a SOPO as part of this management process and acted upon that breach.”
