A MAN given a fixed penalty for parking in a pelican zone ended up being arrested after staging a police car protest.

Blackburn magistrates heard that Arif Bapu, 28, of Brookhouse Gardens, Blackburn, became "hostile and belligerent" in the back of the police vehicle and then refused leave the car.

He refused to accept a fixed penalty for a public order offence and then refused to get out of the car when asked to leave by the officers.

Bapu admitted a breach of the peace and was bound over in £100 to keep the peace for six months. A charge of using threatening behaviour was withdrawn.

Neil White, prosecuting, said police simply wanted to issue Bapu with a fixed penalty for the parking offence but his attitude and non-compliance had eventually led to his arrest.

Basharat Ditta, defending, said his client had accepted the fixed penalty but did not accept the way the situation was being handled. "He refused to leave the car because he wanted to be arrested so he could make his point elsewhere."
