PLANS to turn a house in Oswaldtwistle into a children's day nursery look set to be blocked by Hyndburn Council.
The remote location of the Haslingden Old Road property would result in an increase in car journeys, causing air pollution, says a report by borough planners.
They are recommending the planning committee refuses the plans, when it meets on Wednesday.
A neighbour has also written to object to proposals for the nursery, which would take up to 30 children.
A similar planning application for the property was refused in November because of the increase in car journeys, concerns over road safety, and lack of public transport.
The latest proposals include an amended access for cars.
