Officers from the road policing unit in Accrington are now investigating whether Mr Clarke was in collision with a 50cc Yamaha scooter which was being ridden in the same direction by Susan Wade, of Accrington.
Mrs Wade, 38, was also thrown from her scooter and received minor scratching and bruising.
Sergeant Stuart Isherwood, said: "It may well be that Mr Clarke's bike was in collision with the scooter and we are looking at the possibility that he may have pulled out in front of Mrs Wade.
