I would like to know about people's legal standing with regard to the new wheelie bins issued by South Ribble council.
Our own bins have been scrapped and the new bins/boxes are the property of South Ribble.
Who is responsible if they are lost, damaged, or cause an accident in the street? The public/ratepayers?
My neighbours and I have been asked to wheel the said bins some distance for collection and emptying, down an unlit uneven concrete roadway, in the dark for six months of the year. This is a condition imposed on us. Who is liable if an accident occurs as it surely must?
Finally has the council or their refuse collection agents any responsibility under the law to ensure the safety of residents under health and safety laws or European Parliament directives.
