My partner parked our vehicle in the car park on Fleet Street, Chorley, on October 4.
A ticket obtained from the ticket machine at 10.59am was displayed in the car window as valid until 12.59pm.
A penalty charge notice was then put on the vehicle claiming the vehicle was parked from 11.06 to 11.17 without a ticket. The ticket was still valid for 30 minutes when my partner returned to the vehicle.
The parking ticket and the penalty charge ticket was immediately taken to the civic centre offices where my partner was told it was nothing to do with the council and that she would have to contact Parkwise.
I telephoned Parkwise and was told to put my complaint in writing. I received a letter back saying they had found no grounds for cancellation of the charge.
They also stated that no further correspondence would be considered prior to the notice to the owner being issued which would be after 28 days if no payment was received.
I rang Parkwise informing them I would not be paying the penalty charge.
It is obvious these wardens are not adequately trained and their actions need to be seriously questioned as this problem occurs on a regular basis.
I know of other people who have experienced the same problem.
These wardens think they are the law and are always right even when the evidence is there that proves they are wrong.

EDITOR'S NOTE: Chorley Borough Council response: "We are sorry to hear details of this case which, from the information supplied from you, seems as though a mistake could have been made.
"We would encourage the gentleman to contact our own district council parking team to explain the full details of this case and see if we are able to intervene.
"We would always encourage anyone who feels they have unjustifiably been given a parking penalty charge notice to use the appeals procedure and to seek cancellation if appropriate."
