A DEVELOPER had his dreams dashed when plans to create a holiday park were refused.

Today the man behind the ambitious "tourism boosting" proposals said he would fight Rossendale Council 's decision and is considering an appeal.

The scheme for 20 holiday lodges, an office with employee accommodation and associated car parking at Scar End farm in Weir Lane, Weir, was turned down because councillors were concerned about the access road.

Officers said the development would go against guidance set out by central governments planning policy.

Earlier this year, permission was granted for construction of a new roadway from Burnley Road as the principal access to the farm which has recently been completed.

Local resident Geoffrey Law said: "The holiday park was not appropriate. It would harm the environment."

Coun Christine Lamb said: "We are looking to boost tourism. There would be some local employment and money spent in Rossendale."

The development would have included single-storey, pine log holiday lodges, with car parking and a garden.

After the meeting Gary Davis, owner of Scar End Farm, said: "I intend to fight this to the bitter end. I'm going to see if an appeal is the right way to proceed."

Mr Davis, planned to sell or long lease approximately half the units as holiday homes with the other half rented to tourists.

Planners said it was the right idea but the wrong time and felt chalets would detract from the open and rural character of the area.

He added: "Councillor Lamb said she supported the idea but when it came to the count she voted against it ,which I don't understand at all. "
