ON October 21, I, like Mr Lindsay Dunn ('Fury at disabled bay confusion') parked on Church Street, Blackburn, in the same place, displaying my disabled parking permit, arriving at 9.35am.
I received a penalty notice issued at 9.45am, which suggests that the parking attendant was lurking in the vicinity. I wonder why he/she did not point out to me that I was not to park there.
I agree the notices in place warning of restrictions are unclear and should be more obvious. And I agree with the Disabled Drivers' Association executive director that fancy paving should not overrule the needs of the disabled.
Mr Kay said it was to preserve the good quality environment on Church Street. Perhaps somebody could tell me where that good quality is.
