A WOMAN has been banned from swearing in public after terrorising an estate for six years with her violent outbursts.

Emma Cocker, 26, of Preston New Road, Blackburn, has been warned she will go to jail if she uses foul or offensive language towards anyone in the borough.

An Anti-Social Behaviour Order, which runs until July, 2008, also bans her from harassing, assaulting, threatening or intimidating people and being drunk in public.

She has also been told to stay away from parts of Sherwood Road, Woodlea Road, Queens Road and Pringle Street in Blackburn.

Now housing company Twin Valley Homes has issued hundreds of leaflets containing her picture and asked residents to raise the alarm if she breaches the order.

In a separate case, it has also produced "fliers" detailing interim ASBOs banning two men from areas of the Roman Road estate.

The company's action is the first intiative of its kind by a housing company in the region.

Twin Valley, which owns former Blackburn with Darwen Council houses, successfully applied for the ASBO against Cocker after dozens of complaints from Audley residents.

Today a 34-year-old woman resident of Sherwood Road said: "It is good news because she was a nightmare. She was frightening. I just hope the order works."

A 66-year-old man, also of Sherwood Road, added: "It left you scared to walk down the street. The police need to make sure she doesn't come back ."

Witness statements presented to Blackburn magistrates revealed that Cocker had plagued residents with a series drunken arguments with relatives in Sherwood Road.

The court was told that the problems dated back to 1999, and escalated in August last year. In December, residents called police three times in nine days.

The court action was brought after Cocker refused to sign a police-sanctioned Acceptable Behaviour Contract, refusing to admit she was anti-social.

Twin Valley chief executive Phil Richards today urged people to keep their eyes out for her and make sure she wasn't breaching the terms of the order.

He said the company was forced to act after she began threatening people in the area where several of her relatives live.

The interim orders covering two men associated with the Roman Road estate will lead to a full hearing later this year.

Marcus Walton, 21, who is not a Twin Valley tenant, is banned from a large part of the estate, along with 26-year-old Thomas Haggan, who lives there.

The pair are banned from associating with each other in public or having any contact with a woman called Michelle Shannon or entering parts of the Roman Road estate. Haggan is banned from inciting or committing anti-social behaviour and Walton must not be drunk or drink alcohol in any public street.

Twin Valley said it had received a number of complaints about the pair, including shouting and swearing at residents, drinking in the street, abuse and an assault on a woman.

It is now taking action to evict Haggan.

Mr Richards added: "We take reports of anti social behaviour very seriously and if the behaviour affects our tenants we will take appropriate action, regardless of whether the perpetrator is a tenant of ours or of another housing association or indeed a home owner.",
