PENDLE councillors set a borough rate increase of just under 15 per cent amid Conservative cries that it was "unfair" and "indefensible."

The Liberal and Labour groups both supported the increase saying that they had little option given the Government's firm grasp on the purse strings.

In his budget speech, council leader Ken McClave hit out at the Government's continuing iron grip on council finance.
