BLACKBURN Council has refused to give £10,000 towards a new countryside information centre at Roddlesworth, Tockholes, despite pleas from Tory opposition councillors.
The £65,000 scheme has support from Lancashire County Council, North West Water and the Countryside Commission.
But only a basic facility can be provided unless Blackburn contributes, the community and leisure services committee was told. The council's cash would have enabled the building of a higher quality centre, similar to the Bolton centre at Jumbles Reservoir.
Council leader Coun Malcolm Doherty said the amount had not been included in the council's recent budget, so there was no money available.
But Conservative Coun John West said Roddlesworth was well used and the council should be able to find the cash.
