A HYNDBURN councillor called for caution as the council backed a second bid for government cash.
Following their success in securing £3.8m from the Single Regeneration Budget, the Hyndburn Partnership, which includes the council, is hoping to attract more money into the borough's infrastructure.
But Councillor Len Dickinson advised them to refrain from making promises about where the cash would be spent.
The Partnership, which involves local businesses and organisations, is considering everything from economic development to housing and crime.
During a council policy and resources committee meeting, it was suggested money from the bid could extend the borough's closed circuit television camera system into Oswaldtwistle and Great Harwood.
But Coun Dickinson said: "Everyone seems to be jumping on the CCTV bandwagon after the success in cutting crime in Accrington town centre.
"We must not get people's hopes up. The bid could be unsuccessful and leave communities disappointed."
Council leader George Slynn, Hyndburn Partnership chairman, said: "The Partnership is working very hard to assess all the needs of the borough and to bring together the people and projects which will make up a successful bid for government support.
"It is essential that we take advantage of a programme like SRB, which allows us to consider housing, employment, environmental and community needs over seven years."
