LEGAL action will be taken by Lancashire County Council to stop tipping on land at Sansbury Farm, Knotts Lane, Colne.
The county's development control committee refused permission in 1992 for an extension of landfilling and restoration at the former brick and tile works.
An appeal by the applicant was dismissed the following year.
County council officers say unauthorised materials have been deposited at the site which are likely to degrade and cause pollution to leach out.
Unauthorised tipping has continued and the waste deposited, together with the site being unrestored, makes it appear derelict.
It also poses a threat to the built and natural environment, officers said.
Councillors instructed county council chief executive Gordon Johnson to take any necessary enforcement action.
