LITTER and dog fouling topped the list of "green" grumbles in a public survey across Hyndburn.
More than a quarter of people who took part said refuse and dog mess are the environmental issues demanding most action.
Almost a fifth put protecting parks and open spaces as their top priority, while 14 per cent said traffic fumes and congestion demand most action.
The findings have emerged from a "Prospects" consultation exercise commissioned by Hyndburn Council.
Over the last few months the Neighbourhood Initiatives Foundation has been canvassing the views of local communities across the borough.
Environmental issues put under the spotlight have included recycling, pollution, traffic, shopping and nature.
A progress report on the initiative was presented to Hyndburn development services committee by Robert Saunders, of NIF.
Mr Saunders said: "There is a level of environmental awareness within the borough but there is potential for that to be increased and transformed into positive action."
The next step will be the setting up of neighbourhood panels.
Head of planning Phil Barwood said the council wanted to encourage people to feel that individual action can make a difference and that decision-makers are listening.
Councillors asked for a report to be drawn up outlining action to be taken by the authority in response to the views of local people who took part in the consultation.
They also agreed to adopt the national "Going for Green" logo to add weight to their environmental campaign.
