Frank, 34, who lives in the town, has been with the company for nine years as technical manager.
NICOLA HARDING has been appointed a partner at Roebucks in Blackburn. She qualified as a barrister in 1975 and as a solicitor in 1991.
Her interests outside work include being a governor of Westholme School, deputy registrar of the Blackburn Diocese and a member of Blackburn Soroptimists.
PAUL BURY has been promoted to the board of directors at CW Advertising in Accrington.
Paul, 27, who has recently become a father for the first time, joined the agency less than a year ago.
Businesswoman YVONNE TYRER, who with husband Graeme runs Business & Home Telecoms in Brierfield, has been appointed a director of the Telecommunications Industry Association.
