LANCASHIRE County Council has threatened court action unless Environment Secretary John Gummer delays go-it-alone plans for Blackburn Council.
The borough council wants to opt out of county control. But county leader Louise Ellman wants the government to consider the findings of the final report of the local government commission before the green light for change is granted.
Coun. Ellman has threatened high court action if her wish is not granted.
She said: "We have asked Mr Gummer not to rush through any costly changes until everything has been thoroughly examined."
But Gail Barton, chairman of Blackburn's local government reorganisation committee, branded the court threat a waste of time and money. She said: "The county lost its last legal challenge which resulted in a huge bill which is to be met by ordinary people through their Council Tax. This exercise is unnecessary and will only anger the local community."
Mrs Barton continued: "The people of the borough say they want local control of services and would appreciate it if Lancashire County Council adopted a constructive approach to change. The sooner we discuss the transition of services, the sooner we can reassure the community and employers."
