EVER since the recently established "Tea Break" cafeteria was opened between the two shopping precinct escalators in Blackburn, customers have been at risk from falling fag ash from youths smoking as they slouch over the rail above and the dust from broom sweeping.
Missiles have also been lobbed at the Aunt Sallys and sitting ducks below, and at counter staff preparing goods.
Why has a protective canopy not been erected before now?
