A EUROPE-WIDE appeal calling for an amendment of the Maastricht Treaty to include the principle of self-government has been signed by Blackburn and Hyndburn councils and Lancashire County Council.
The three are among 2,490 local and regional authorities across Europe to back the move which will go to this year's Intergovernmental Conference.
