A STORM blew up over plans to spend £7,000 on an opinion poll in Burnley, Pendle and Rossendale to see if people supported their hospitals' bid to manage their own budgets under trust status. Lancashire leader Louise Ellman ordered the poll to help the council reply to consultations. But Conservative Pat Case blasted her decision to go ahead without a discussion by county committees.
