SMART card water meters which cut off supplies to those who don't pay in advance will hit the poor and vulnerable, says community health council spokesman Coun Alice Thornber.

"Everyone has the right to clean water and everything about North West Water's plans to install these new meters is wrong," she told the Burnley health watchdog group.

The CHC decided to back the stance of local authorities and health bodies in Lancashire by totally opposing North West Water's proposal.
