AN EMERGENCY meeting of Rossendale councillors was announced to consider new facts about the Army extending its Holcombe Moor training camp.
It first appeared Environment Minister Michael Heseltine had made an irreversible public inquiry decision to allow the MoD to use an extra 916 acres of Holcombe moorland. But now it had been made clear that this was only a recommendation.
