ROAD deaths in East Lancashire were heading for an all-time high.
Figures for Lancashire police's Eastern Division - covering Blackburn, Hyndburn, Darwen and Rossendale - revealed 23 had died in accidents since the beggining of the year. Traffic bosses warned the public that if they did not put safety first, 1991 could have the highest figures of fatalities ever recorded in the area.
