WATCHDOGS have criticised magistrates' courts in East Lancashire for being unclean, offering a poor service and having inadequate disabled facilities.
Her Majesty's Magistrates' Courts Service Inspectorate also said there was confusion among staff about their responsibilities and poor performance in several areas of court work.
The MCSI visited all court houses and offices in Lancashire, including Blackburn, Accrington, Burnley, Rawtenstall and Chorley.
The report said: "Inspectors were disappointed, overall, at the quality of service offered in most courthouses.
"Court buildings and offices were generally in good repair but failed in standards of cleanliness and internal decoration. "Facilities for disabled people were poor. Staff were seen to treat people courteously, but better use could be made of the ushers to keep people informed of the progress of cases especially as waiting times on the day of a hearing can be lengthy."
The MCSI has urged Lancashire Magistrates' courts committees to take urgent action and has drawn up a list of recommendations including reviewing the location, function and number of staff it requires; ensuring courthouses are cleaned at lunchtime; and setting and implementing standards of facilities including those for disabled people.
Lancashire Justices' Chief Executive, Idris Moorby, said: "The MCC is, in general, pleased with the report.
"The inspectors have acknowledged the Committee understands its strategic role and that it is tackling the difficult task of trying to change working practices and the culture of the organisation.
"The specific recommendations either have been, or are being, addressed to bring about improvements quickly."
