KILLER drug heroin was a major problem in East Lancashire, the county's Chief Constable revealed in a report.
Thieves had started an illegal cottage industry in recycled park benches, according to Hyndburn Borough Council.
A spate of thefts of cast iron bench ends had taken place during raid on Rhyddings Park, Oswaldtwistle. It was estimated that the benches would cost £1,000 to replace.
