AT the beginning of February, letters were delivered to all Blackburn council tenants regarding a 'New Neighbour Nuisance Strategy.'
It ran to two full pages, covering rent, repairs, using your home, tenants' involvement, leaving your home, and community responsibility.
It goes on and on - about abusive language, being responsible for children, damage to property, etc.
Will the council then please tell me who is responsible for the crowd of kids aged from around eight to 15, who aggravate and cause a nuisance to most of the peaceful tenants?
They are out until 10pm, jumping on cars, running over their roofs, jumping over fencing, pushing through hedges, kicking fences down and using abusive language.
The older ones are showing the young ones what they can do and get away with it.
Parents should be looking after their own little brats or finding out where they are.
If someone had to pick them up they would soon be up front crying for help.
