VILLAGERS are split over plans to build shops and flats on the site of a former textile shuttle factory.
A 142-name petition has been sent to Pendle Council opposing plans for the Halstead Shuttle site, Barrowford. But the council has also received a 127-strong petition supporting the idea on the grounds that it would improve shopping facilities in the popular village.
But opponents look like winning the day, unless councillors decide to ignore a planning officer's advice that planning permission for the controversial project should be refused on the grounds it would have inadequate and restricted parking and servicing areas.
They have also been backed by the parish council, which has come out against the scheme to build four shops with nine flats above them, on the grounds that it would take trade from existing shops, cause a traffic hazard and a lack of adequate car parking. Members of Pendle Council's Barrowford area committee will meet on Thursday to discuss one of the most contentious planning schemes the village has seen for many years.
An application to build six shops and four flats was granted in May, 1994, after the developers successfully appealed against the council refusing permission, because it claimed access to the site was inadequate and hazardous.
The latest amended scheme shows fewer shops but more flats, with a slightly smaller car park at the rear. One of the shops would be a convenience store.
Objectors claim the store would be out of keeping with the village's character and would cause disturbance for nearby residents. They are also concerned about the complex causing more traffic problems.
The council has also received 12 letters about the scheme, 11 against and one in support.
