THE filthy state of the North West's rivers was highlighted in a Commons' report demanding a crackdown on polluters.

The all-party Environment Committee unanimously urged greater freedom for the North West Water Authority to borrow commercially to finance a huge clean-up programme. Statistics showed the region had experienced the second worst decline in river cleanliness in Britain.
