BURNLEY was spending £10 a head more than any other council in Lancashire and could be heading for bankruptcy, a councillor warned. Liberal Philomena French told the council's policy committee the town could not maintain its high level of spending once the Government removed its grant support safety net which propped up overspending authorities.
