A PUB landlord pays £2,300 a year in council tax - but it doesn't get all his rubbish emptied free.
Dave Cork, new landlord of the Railway Hotel, Huncoat, has been told by Hyndburn Council he will receive one sticker per week which he then applies to one bin bag.
Refuse collectors will take that bag away but should he need any more bags removing, he must buy more stickers at £25 for 15.
A furious Mr Cork said: "I've only been running the pub for about a month, and I'm still finding my feet. In my own home I could have three or sometimes four bags of rubbish taken every week.
Now that I'm trying to run a business, paying higher than normal household rates, surely it is not too much to ask to have my rubbish taken away. It's bureaucracy gone mad."
Council spokesman John Schofield said: "Council policy determines that household waste from commercial properties should not exceed one bag of rubbish per property.
"However, this policy is periodically under review, and Mr Cork's complaint has been noted."
Mr Cork added: "I'd like the council to tell me how I am supposed to use less rubbish just because I've changed addresses."
