RESIDENTS in 40 households on Burnley's Belvedere estate have petitioned the council about the poor condition of external painting to houses and garages.

Karen Ainsworth, neighbourhood housing manager for the Brunshaw area, reported to the housing committee that in the past the painting of facia boards and replacement of gutters and downspouts was part of the planned maintenance scheme when doors and windows were due for renewal.

In 1991/2 a six-year planned maintenance scheme was approved and, had sufficient resources been available, the whole of the Belvedere estate would have been due for painting in 1996/7.

Unfortunately, because of reductions in planned maintenance budgets, the programme slipped and it was now impossible to plan when work would start at Belvedere.

Some facia boards had been replaced or painted from day-to-day repairs.

The type of work necessary would be subject to competitive tender. There are more than 100 garages, 67 flats and bungalows and 65 houses on the estate which needed some degree of attention.

Brunshaw estate management board may consider a programme of replacement of facia boards from their surplus account, but do not have sufficient resources to complete the whole estate.

The housing Committee noted the petition and report.
