ONE of Britain's first town centre managers was appointed to give new life to the commercial heart of Blackburn and Darwen.
Paul Isherwood, a chartered civil engineer employed by Blackburn Council for 18 years, was given the post.
His job was to bring back civic pride and give impetus to improvements by forging better links between the council and various town centre businesses.
