SOARING drug abuse in East Lancashire threatened to swamp community workers' efforts to tackle the menace.
During 1991 the number of people referred for specialist treatment in the Blackburn, Hyndburn and Ribble Valley health district rose by nearly two thirds to 441.
Community workers said their service would not be able to cope if the rise continued.
