A TAXI base was condemned as dirty and dangerous after councillors visited the site.
They found piles of oily carpets and sound-proofing materials from cars and "clutter" on the floor causing a serious hazard.
A planning application by Tiger and United Taxis to extend its operation at Lonsdale Works, Lonsdale Street, Nelson, was refused by Nelson councillors following the site visit.
They also authorised council officers to take enforcement action to stop UK taxis, which operate from another area of Lonsdale Works without consent, from carrying on business.
Councillor Carol Hopkins said nearby residents had had to put up with loud music and people drinking in the back street behind the base until 5am.
Councillor Tony Leo added: "This site has been a pain in the side.
"It's a fire hazard. It's full of clutter, there's no space to move in whatsoever. It's important that places of work should be safe."
The decision to refuse planning permission to use the site as a base for ten taxis, despite a planning officer's recommendation to pass the plans, was carried by one vote.
