HOPE CARR councillor Brian Jarvis told the meeting the council were carrying out their biggest ever consultation exercise.
Five hundred letters had been sent to local residents and all observations would be looked at.
Referring to the November by-election he added: "We knock on doors at election time and people say 'We have nothing in Leigh'. Xanadu is going to change that."
And local Transport User chairman Cllr John Hession said Southern-based coach operators were eagerly awaiting the OK for Xanadu.
"They are all set to bring people up North on three-day visits taking in the shopping complex at Dumplington, Xanadu and Leigh, and Wigan Pier."
