SWIFT action to allow all-day drinking in England and Wales taken by the Government.
In a surprise move, bringing on the controversial pubs legislation much earlier than expected, Home Secretary Douglas Hurd unveiled his all-day drinking proposals.
They would allow landlords to stay open all day, from 11am to 11pm, bringing the law in line with Scotland.
