FOR years, when walking or driving along Whalley Range continuing through Little Harwood into Blackburn, I have observed many parked cars on double yellow lines.
Recently, between Victoria Street and Bastwell I saw 12 cars, two of which were displaying hazard warning lights and two were not displaying excise licences.
On reaching Little Harwood, I saw two cars parked with all four wheels on the pavement in Rydal Road and three cars parked on the pavement in Whalley Old Road.
Some time ago, I spoke to a traffic warden who was taking the numbers of vehicles parked on broken yellow lines in Little Harwood.
I drew his attention to the illegally-parked cars on the footpath and he told me that the owners of these cars owned the property where these cars were parked and there was nothing he could do.
I reminded him that it was an offence to drive on to or over the pavement, so an offence was committed prior to parking. He said he would look into it.
Yet the parked cars can be observed any day or evening, so why do the offending owner/drivers continue to avoid prosecution?
