PRISONERS were being kept in "appalling" overcrowded cells at Blackburn police station for up to 10 days, it was claimed.
And a police watchdog committee was told the conditions would not improve because a £120,000 facelift had been shelved by the Home Office.
The cells were branded a health hazard by Coun Edna Arnold, a member of the area's police liaison committee.
