SHOPPING in Blackburn, I admired the Christmas decorations in the precinct.
Later, I was in Darwen's three day market. Guess what? - we've got different decorations. I counted 16 buckets hanging from the ceiling. They can't put lights up, they're collecting rain water. Is this where some of our rates go?
